On November 24, 2004, the Third Committee of the General Assembly adopted a "no-action motion" in order to prevent the adoption of this resolution condemning Sudan for its human rights abuses. The no-action motion, which prevented the substance of the motion even from coming to a vote, passed 91 to 74 with 11 abstentions.
